Pagabo names Ryebridge as one of its suppliers in largest infrastructure procurement offering to date

Ryebridge Construction has been appointed to the £4.3bn national Civil Engineering, Infrastructure and Enabling Works framework that is managed by Pagabo.

The four-year framework covers 13 lots spanning highways, rail, water, energy, aviation, nuclear and defence, demolition and groundworks, and has been assigned to 111 different suppliers.

It runs from October 2026 to September 2030 and will be available to public-sector bodies across the UK including central and local government, NHS, blue light, housing and education.

Pagabo is running the framework on behalf of YPO, and it combines mainstream infrastructure delivery with a substantial enabling-works offer. Pagabo and YPO have separated specialist infrastructure sectors from demolition, ground remediation and full enabling works rather than placing all early-stage activity into a single general civils lot.

David Llewellyn, construction and infrastructure director at Pagabo, said: “The launch of the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 marks an important step in providing public sector organisations with access to a broad range of specialist expertise and delivery capability.

“The range of suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK. Through the procurement support that Pagabo provides, and the ambition proven by the appointed suppliers, the infrastructure sector is in safe hands.

“Bolstered by our digital-first approach, the suppliers appointed have the opportunity to grow work pipelines while also ensuring effective social value for communities across a range of project possibilities. This could include new roads and rail routes through to energy supply transformation and brownfield regeneration.”

Ryebridge has been successful across a wide variety of lots covering highways, maritime, aviation and enabling works in London, the South West, the East of England, East Midlands and the South East.

Appointment to the framework gives an approved supplier access to future procurement under the framework terms.

Compliant with both the Procurement Act 2023 and Procurement Regulations 2024, the framework has been created to connect public sector bodies and private organisations with appointed contractors that will collaboratively deliver quality service and value for money outcomes.

Work subsequently procured by public-sector clients and the individual contracts that follow will determine the actual turnover generated.

Managing director Sean Scully said: “This is a fantastic opportunity for the company, and places Ryebridge alongside some of the country’s biggest civil engineering firms.

“We know it’s going to be hard work, but we’re confident we have the skills and experience to deliver on any projects which are put our way.”
